On October 31, the U.S. SEC granted a temporary exemption for several compliance dates of the National Market System Rules (Regulation NMS). This exemption provides a precedent for exchanges that enforcement actions should be paused when rules are in flux and regulators cannot provide clear guidance, until the regulators establish practical standards.
The announcement mentioned the interruption of funding and the need to "facilitate orderly market operations" after the court dismissed the request for a stay. Cryptocurrency exchanges such as Coinbase, Kraken, and Binance may also apply the same logic.
