The latest report from AMLBot shows that between 2023 and 2025, Tether has frozen a total of 7,268 addresses through its freezing mechanism, involving $3.29 billion USDT, with over 53% of the frozen USDT located on the Tron network.
In contrast, Circle has only frozen 372 addresses, amounting to $109 million USDC, a scale difference of 30 times. The strategies of the two are completely different. Tether adopts a proactive enforcement model, collaborating with 275 law enforcement agencies worldwide, allowing it to actively freeze suspicious addresses and support a destruction + reissuance mechanism to return funds to victims. In July 2024 alone, over $130 million was frozen, including $29.6 million related to the Cambodian Huione Group.
Circle, on the other hand, only responds to court orders and regulatory requirements, with its freezing actions being rare but concentrated, and it does not support a destruction and reissuance mechanism.
